Alabama Municipal Electric Authority's Membership Election Committee

Authority:  Act No. 81-681, Alabama Legislature, 1981.
Members:  One per participating City.
Purpose:  To obtain power at reasonable rates, oppose unwarranted rate increases.

 

Board of Education

Authority:  Sec. 16-11-2, Code of Alabama
Members:  Seven members elected by the public.
Purpose:  To administer and manage the City school system.

 

Board of Zoning Adjustment

Authority:  Created under the authority of Section 11-52-80, Code of Alabama
Members:  Seven members and two supernumerary members, all appointed by the governing body.
Purpose:  To hear and decide appeals when it is alleged there is an error in any decision made by any administrative official in the enforcement of the zoning ordinance.  They will make decisions on special exceptions and grant variances from the terms of the zoning ordinance.  They may reverse or modify the order or decision of the administrative official.

Dothan Area Convention and Visitors Bureau

 

Dothan Housing Authority

Authority:  Sec. 24-1-24, Code of Alabama
Members:  Consists of 5 members, all appointed by the Mayor.
Purpose:  To investigate housing conditions, determine unsafe or unsanitary dwellings, schools, or housing conditions, operate and manage housing projects, etc.

 

Dothan-Houston County Airport Authority

Authority:  Sec. 4-3-1, Code of Alabama and Articles of Incorporation of Airport Authority
Members:  Four members; one appointed by the governing body of the City of Dothan; one appointed by Houston County; one appointed jointly by Houston County and the City of Dothan; and one appointed by Dale County.
Purpose:  To plan, establish, develop, etc., operate and maintain the airport facilities.

 

Dothan-Houston County Mental Retardation Board

Authority:  Sec. 22-51-8, Code of Alabama.  Also Articles of Incorporation
Members:  Not less than ten nor more than twenty members.  Currently has ten, five representing the City and five representing the County.
Purpose:  To contract with the Alabama Department of Mental Health and Mental Retardation to construct and operate facilities and in carrying out a program of mental retardation.

 

Dothan Municipal Housing Code Abatement Board

 

Houston-Love Memorial Library Board

Authority:  Sec. 11-90-1, et. seq., Code of Alabama
Members:  Five members
Purpose:  To govern and supervise the public library.

 

Industrial Development Board

Authority:  Sec. 11-54-86, Code of Alabama
Members:  Any number, not less than seven, all of whom shall be qualified electors and taxpayers of the municipality.  Appointed by City Commission.  Currently, there are seven members.
Purpose:  To acquire, construct, lease, sell, etc., properties in order to promote industry and develop trade.

 

Medical Clinic Board

Authority:  Sec. 11-58-4, Code of Alabama
Members:  Three, appointed by the Board of Commissioners.
Purpose:  To promote the acquisition of health facilities in order to promote the public health.

 

Personnel Board

Authority:  Act No. 273, Alabama Legislature, 1947, as amended.
Members:  Five members, each selected by the Citizen's Supervisory Committee.
Purpose:  To supervise and administer the Civil Service System and Personnel Department, to establish rules and regulations and provide for the enforcement of these rules.

 

Planning Commission

Authority:  Sec. 11-52-14, Code of Alabama
Members:  Nine members, eight members representing as equally as possible the different districts and one member appointed by the Mayor.  Also, five supernumerary members to be appointed by Commission and Mayor.
Purpose:  To promote municipal planning, carry out the provisions of the planning, zoning and subdivision ordinances, and to make and adopt a master plan for the physical development of the municipality.

 

Special Care Facility Financing Authority

Authority:  Act No. 332, Alabama Legislature, 1979 and Resolution No. 6113
Members:  Three members appointed by the Board of Commissioners.
Purpose:  To acquire, expand, improve, maintain, acquiring obligations for the financing of, etc. facilities to be operated by not-for-profit organizations for the housing, care and treatment of persons who are elderly, sick, etc. (created for the Baptist Village)

 

Wiregrass Mental Health Board

Authority:  Sec. 22-51-8, Code of Alabama
Members:  Three members, appointed by the Board of Commissioners to represent the City.
Purpose:  To construct and maintain facilities for the combating of mental or emotional illness.  To contract with the State Board of Health and Alabama Department of Mental Health and Mental Retardation for the operation of such facilities.

 

Downtown Development Authority

Authority:  Act. No. 82-303
Members:  Seven members to be elected by the Governing Body
Purpose:  To promote trade and commerce by encouraging commercial enterprises to upgrade, improve, exciting facilities and to locate new facilities in the central business district.

 

Electricians' License Board

Authority:  Ordinance No. 7055
Members:  Five members - City Electrical Superintendent, City Electrical Inspector, one general business person, two licensed electrical contractors, to be appointed by Mayor and City Commissioners.
Purpose:  Examines all applicants for license to do electrical work.

 

Emergency Medical Advisory Committee

Authority:  Resolution No. 6224
Members:  Five members, 1 each from the Houston County Medical Association, Police Department, Fire Department, Medical Center and Flowers Hospital.  All appointed by the Board of Commissioners.
Purpose:  To evaluate and make recommendations for improving the City's emergency medical services and facilities.

Home Builders' License Board

Authority:  Ordinance No. 7056
Members:  Three members - the City Building Official; one licensed home builder to be appointed by and serve at the pleasure of the Board of City Commissioners, upon the recommendation of the Home Builders' Association of Dothan; and the President of the Home Builders' Association.
Purpose:  Review exams of applicants for license to engage in home building work.

 

Mechanical and Electrical Board of Adjustments and Appeals

Authority:  Ordinance No. 88-82.
Members:  Seven members - one electrical engineer; one mechanical engineer, one licensed electrician, one licensed plumber, one state certified HVAC, one architect, and one businessman, all to be appointed by the Board of Commissioners.
Purpose:  To hear appeals on the decision of the Building Official with respect to the manner of construction or materials required by the Electrical, Plumbing, Gas, and HVAC Codes of the City.  Also, to hear appeals from License applicants who failed Electrician License exam.

 

Museum Board

Authority:  Ordinance No. 9006
Members:  Thirteen members to be chosen by the Museum Board but subject to approval of the Board of Commissioners; two members representing each ward and remaining five to be chosen at large.
Purpose:  To manage, have custody of and control of any sculpture, paintings and other objects of art belonging to the City of Dothan, and under the control of the City, to establish and maintain a Museum of Fine Arts.

 

National Peanut Festival Association, Inc. Board of Directors

Authority:  Articles of Incorporation
Members:  City has one member
Purpose:  To conduct National Peanut Festival

 

Performing Arts Board

Authority:  Resolution No. 7425
Members:  Five members
Purpose:  To advise, counsel and recommend to the Board of Commissioners on matters concerning the promotion of wholesome entertainment in the City.

 

Recreation Board

Authority:  Sec. 11-86-2, Code of Alabama (Resolution No. 1210)
Members:  Not less than five nor more than nine members.  (City currently has nine members)Purpose:  To foster and promote general interest of the citizens in providing clean and wholesome athletics and entertainment.
